Is that report accurate in implying that Finnish by-laws prohibit the sale/serving of more than one drink per person at a time? I'm used to ordering rounds of 3-6 drinks per person here.

Yes, that is correct. I think the point of the law is to prevent people from buying more than one drink for themselves at a time so that they don't get too intoxicated too quickly. People do frequently buy rounds for a group of people, though. I am not sure if that breaks the law. I guess it does, because how could the staff of a large or crowded bar know whether someone is buying drinks for himself of a group of people.

I've often ordered, say, a pint and a shot of whisky for myself.

What they can't do is put more than one alcohol units in one glass: no double whiskies or double gin tonics, etc. Does it make any sense? No, but that's Finnish alcohol "policy" for you.

I wouldn't be surprised if he did it in purpose to get out of the Finnish Minitrue. YLE hasn't had anything to do with producing objective and relevant information for the masses' consumption for many years now.
