In the US the cops arrest people for being drunk in public. It's referred to as being 'drunk & disorderly.' I'm sure that offends your cultural sensibilities.

I haven't seen arrests for that since the 1990s.

You must not go out much. If a dude is stumbling about a cop will throw him in the drunk tank. They cant just let it slide like he's jaywalking.

Like everything else in the US, depends upon where one lives, I guess. Sounds like where you live there is still some semblance of order!
