1) resolve it by political means and cooperation or

TuAF won't be able to fly over Cyprus as Cyprus has a very good AA umbrella...and losing F-16s over Cyprus is undoubtedly good news for us as Turkish sub pens and naval yards along the western anatolian coast are sitting ducks for Scalps - Greece has 120 of these in its inventory and Turkish Navy on the coast will be the first to go - long range.
