So it is safe to say that no Brazilian state has a white majority?

If with white you mean 100% European. There is no states with white majority.
If with white you mean at least those 7/8 European, IMO Santa Catarina, Rio Grande do Sul and probably Paraná.

So I guess the South of Brazil is sort of majority white and Sao Paulo not even that. Argentina and Uruguay are at least truly majority regular white?

They are not atypical here, you can find people like them easily walking around here.
According user Montenino that used to based his maps on genetic tests, SP as a whole got 40% of their population being 90% + Euro

Depends what is white to you

If white to you is +90% euro then around 25-30% of Brazil and Argentina
If white to you is +80% euro then around 40-50% of Brazil and Argentina
If white to you is +70% euro then around 50-70% of Brazil and Argentina

For example messi is probably around 80-90% euro and i doubt most people would see him as non white

You need expect less than 10% of whites and off whites in countries like these. Any person with light skin is counted as white.

There's studies showing self identified whites in Argentina are only 80% European, as low as 54% in Mexico.

Anyway, Costa Rica on a whole is about 64% European, which is the highest in Central America and the fourth highest in Latin America after Uruguay, Argentina, Cuba.

Why do you say it's 64% European? I've saw a study where both countries where included and Chile appeared as more Euro than Costa Rica?

I don't know about Sao Paulo State, but there's no way Whites are a majority in Sao Paulo City.
