Possible to learn language through television alone?

Take this scenario for example.... a baby locked up in a bedroom since birth with nothing but his mother(who's vocally paralyzed and illiterate) and a television set with cable subscription on it. That child having been born locked up in that room til he/she was 30 years old. Will that child learn to converse and speak in English fluently by the time adulthood is reached? What do you think?

Of course. I started to watch Italian TV by the age of 5, and by 15 I could understand it as if I was native.

Well, that child will be socially disturbed and have an abnormal growth, and probably wouldn't even learn to speak, but to answer the title's question, yeah it is possible to learn a language from TV. I've learned Hindi/Urdu from TV mostly.
