It must be awful not to be rich and live for example in Mexico City...

All my answers depend on my living there for a limited amount of time.
I agree with the Asian thing being too much of a culture shock (including India and MidEast, except Istanbul, Ankara and Beirut).
In the America's I could live in Buenos Aires and Sao Paulo, in Africa in Johannesburg and Cape Town. In Europe I could live in almost any of these cities for a year or so.

I earn fifth of that (more than a decent pay for this country, but I'm not really good with money), around here you could live like a king with such a paycheck

It depends what one calls a hole.
I have been to Madrid, well for example Prague is more beautiful (I know you'll like this so much ) , but I could live in Madrid....
As for Bucharest I haven't been there... but it can't be so awful. I know people who were e.g. in Kiev and I was said it was OK .... and Romania is richer than Ukraine...

Praga is beautiful and I wish some day travel there. The Jewish influence is what I dislike of it and makes me think about this. Some weeks ago I watchec a documentary about Praga. They talked about being divided in five districts or something so. Looked nice (except that of Jews, I repeat).
