But did that affect the goverment? At most, it cost some money, but goodness knows there's more where that came from (only so much more, but the government doesn't care). And they got to expand, added a whole new department, passed the Patriot Act and gained that much more dirt on us citizens. I fail to see how the federal government itself suffered due to 9/11.
