Coastal vegetation in California is comparable in many ways to southern Europe: a shrubland made of hard sclerophyllous evergreen leaves, perfectly adapted to a climate with mild, wet winters and hot dry summers. It's called "chaparral" in California, "matorral" in Central Chile, "fynbos" in the Cape region in South Africa, and "maquis" or "garrigue" in southern Europe or northern Africa.

The high mountains of the Sierra Nevada stop the eastward sea breeze diurnal movement. As a result, there are arid deserts in the eastern part of California.
Similar conditions are found in Morocco, the high Atlas mountain range is like a shield preserving the hinterland from the Atlantic breeze. And the northern part of Sahara is as hot and arid as the Mojave and Colorado deserts.
There's nothing like this in Europe. The meseta of central Spain don't play that protecting role. If the Iberian peninsula was covered with high mountain chains instead of high plateaux, and if there was no Mediterrean sea, Italy would have surely been a huge desert, probably not as hot as the Mojave, but surely milder like the Great Basin desert.

The SF Bay Area and the immediate coastline, all the way down to San Luis Obispo or so is pretty similar to southern Europe.

San Fransisco itself, is pretty unique however. It never really gets hot or cold by any definition. If you like 45-75 Fahrenheit weather all year round, with an obscene amount of fog a lot of the year, it's the place.

You want to be within 20 miles of the coast (or the San Francisco Bay) in CA during the summer. The inland areas can get hot as hell.

I live on the San Francisco Peninsula, in San Mateo County, so I can relate to this as a personal experience. I visited Europe a long time ago, before the European Migrant Crisis. I found that the Summertime Weather in France and Spain is similar to the San Francisco Bay Area Summertime Weather. I never visited Portugal.
