Firstly, you used supposedly his words without quoting him, which is intelectualy dishonest. Secondly, he is not the only scholar who gets to say what a civilization is or not. At the end of the day that definition is simplistic and that if he really said that's the definition of civilization, which I doubt.

Actually I used Merriam-Webster's definition of the word. And of course Dumézil is not the only scholar who studied ancient Germanic civilizations, the sheer amount of work that's been done on that should tell you something about how undeveloped they were.
The rest of your post is a strawman and I'm not going to comment on that.

He studied the Germanic tribes not the Ancient Germanic civilizations because that never existed. You can quote those scholars you like to throw in the posts to sound clever, I would love to read them talking about Ancient Germanic civilizations because I don't know any. Can you show me where they talk about those Germanic civilizations?
