Lol, that's one of the most simplistic definitions of civilization that I have ever heard. Suits someone that thinks Germanic tribes were a civilization.
Civilization: an advanced state of human society, in which a high level of culture, science, industry, and government has been reached.

Germanics were smarter than you think, even back then.
As you can see, Germanics were practical. I'm sure Early Republican Romans would conclude they had more in common with Germanics than with late Romans, because of the focus on practicality. Simplicity was one Roman virtue.
