This feeling was widespread in all of Europe, especially in Britain and France.
And the truth is that they were better prepared for the coming war than the German and Austrian Empires.

The central fact is that France and Britain were positively scared at the skyrocketing growth of the GermaGermann industries in the years 1880-1910, and at the German Navy becoming a contender to be reckoned with.

The rest — Austrian threats to Serbia, German ultimatum to Russia, invasion of Belgium— was just convenient excuses.

Stinking nationalism is first to blame for that. A lesson that many European populist movements from today shouldn't forget. The bloodthirsty military staffs did the rest of the job in a deadly chain reaction.

The war had to outburst in the Balkan powder keg anyway, the most sensitive region of Europe since the Ottoman Empire's (the sick man of Europe) withdrawal, Both Austria-Hungary and Russia had big ambitions in the Balkans.
However these transnational Empires, that triumphed at the Congress of Vienna in 1814-15, were in there waning days. In 1848, the Spring of Peoples, fed by the patriotic ideals of the French Revolution, sowed the seeds of national identity everywhere in Europe, especially in the Slavic world. Austria of the Habsburg Empire was a bloated entity, and with the annexation of Bosnia, the Slavs became a majority in the Empire and wanted to assert themselves. Sooner or later, Austria-Hungary would have exploded.

If the causes of the war didn't involve Serbia, it would have been maybe post-San Stefano's Bulgaria or in any Slavic province of the Habsburg Empire, with full support and blessing from Russia.

Yeah, aggressive behavior was the norm for all of gvmts. at that time. But the real engine of war was Wilhelm II, he purposefully carried out policy toward confrontation since 1890's. You can also compare German and Allied strategic plans before war. German plan presupposed large scale offensive into heart of France, while Allied one was completely defensive and based on the system of fortification. Bismarck already in 1880's foresaw future war and block of Italy,France, Britain in Mediterranean and simultaneously the main battlefront along French-German border. Though he hoped that Russia should be on the side of Tripple alliance instead of Turkey and would draw attention of Antanta in Mediterranean by capturing Constantinople. "Memoirs" book II.29.VII and 30.I
By the way these Bismarck ideas coincide with Haushofer conception of tellurocratic coalition

This war wasn't an accidental. That was result of many years systemic activity.

Great Revolution > Anti-French coalitions > Napoleonic wars > Destroying of Roman Empire > PanGermanic concept > Consolidation of Germanic states > Expansionist policy > Franco-Prussian war > creation of Central European block > creation of Western block > strengthening of Germanic expansionist policy > War

Changed only the enemy. In 1815-1870 that was Russian empire and after 1870 it became Central block. New global war was inevitable as a result of historical development
