Cult of personality (14 000 of statues to the 'president'). His book was a text book in the school.
Dictatorship. Police state. No freedom whatever.
Severe problems in education and medicine.
Economics is based on natural resources almost exclusively. Results were poor.

Don't get me wrong they are closer to each other than say a WASP and a Jamaican but they are overall very different. Turkmenistan has more in common with NW China than Anatolian Turkey. This is just pan-Turkic PR stuff. And yes there are ethnic Central Asians living in Turkey but most Anatolian Turks are firmly a West Asian people.
