I think they (and to some extent Catalans as well) are, but I agree the difference is small. Certainly the differences in Spain are nowhere near as great as in Italy or even France.

Basques and Catalans are more or less on par with many other Northern Spanish regions, such as Aragon, Navarre, La Rioja, Cantabria, Asturias, Castilla-La Mancha, or Galicia. Then they are not lighter than ALL other Spaniards.
And then, as you said, the pigmentation differences with other more southern Spanish regions is small.

My mom is from Mediterranean Mallorca, and in a thread I opened about her, there was consensus about her being able to pass in lots of European countries (even in Poland, go and figure). And my mom doesn't stand out in Mallorca as tourist, lol.
And I have never claimed that I am blonde. I am brown haired (though I was blonde when kid). Don't talk about being sub-Nordic wannabe, when you're always reminding us how blonde and blue eyed you are.
