Most of the Middle East is Caucasoid and the Horn is sorta too. Sex between first cousins is considered incest. So yes, it's a Caucasoid illness. Among many cultures cousin marriage is seen as the most normal thing even ("I could always bring over a cousin to marry" is one real quote I remember hearing).

I also remember a tragic story about a Moroccan girl who was regularly raped by her uncle. It was a story in a magazine which was considered a taboo to talk about in Morocco. This is not the norm in any culture, but to think it mainly happens among Euros is very naive.
