Maybe, its just a coincidence, or maybe because of Balkan Sprachbund.

The Balkan sprachbund or Balkan language area is the ensemble of areal features—similarities in grammar, syntax, vocabulary and phonology—among the languages of the Balkans. Several features are found across these languages though not all need apply to every single language. The languages in question may be wholly unrelated, belonging to various branches of Indo-European (such as Slavic, Greek, Romance, Albanian and Indo-Aryan) or even outside of Indo-European (such as Turkish). Some of the languages use these features for their standard language (i.e. those whose homeland lies almost entirely within the region) whilst other populations to whom the land is not a cultural pivot (as they have wider communities outside of it) may still adopt the features for their local register; this in turn is viewed as non-standard by their respective peoples away from the region.

My theory is that the Ottomans adopted and later expanded it among their dominions of the Balkans.

I can speak only for Romanian, since it is the only Balkan language I know. The Turkish influence wasn't as extensive as somebody out of this region can imagine. Actually, as long the Ottomans got their tribute, they left quite a large autonomy to the provinces they had under their dominance. Nations were free to use their language in the daily life and official documents; they were free to follow their religion. Old Slavonic used in church and chancelleries influenced Romanian a lot more than Turkish. Less than 2% Turkish words can be found in the fundamental Romanian vocabulary compared to 11,5 % Slavic(Slavonic, Serbian, Bulgarian, Ukrainian etc) origin words.

The explanation should be looked for in antiquity. The Thracians and their relatives the Dacians occupied the same territories as the above mentioned nations and shared a common history and linguistic influence: first, the influence of Latin, due to the Roman Empire-which ended by Romanization of some tribes ; then, the influence of Slavic dialects. To explain everything by Turkish influence which was superficial and fairly recent, especially when there aren't strong evidences to prove it, is simply wrong.
