Southern Europeans are smarter than Northern Europeans, more creative, more intelligent. Northern Euros are more disciplined. Don't take everything you read to the letter. Highest iq reflects knowledge acquired by learning and instruction over a period of time, better schooling..one can improve knowledge of specific facts for intelligence tests, familiarity with testing practices etc.

All those IQ levels are perfectly normal and average. The only ones that are intellectually deficient on that map are Bosnia, Montenegro, Albania and Turkey.
