I dont know his ultimate plan, he just seems want to revive last dissolution Century of Ottoman Empire with decentralised administration. He just seems he is attracted by mongrel chaotic system of an outdated empire. There is NO Presidential system without Federalism so if presidency comes Federalism will also come.
And There is absolutely no Unitarian centralised State which so far move to decentralisation and federal system. LoL If Referandum pass Turkey can be first then can be partition maybe in future.
It's like I say Bulgaria should change system, become Federal with Turkish and Gypsy regions. Would you accept? Lol

Of course not. But if federalization is connected to his proposal, why would it ever be accepted by the majority of the Turks? I could see only the Kurds voting for this, but not the other ethnicities in Turkey. Or am I wrong?
