Although, there might be more opposition to the idea of teaching Welsh in Cornwall (as opposed to Cornish) because it would be viewed as more foreign.
Good idea. I am a big fan of dialect leveling. Better to have some dialects and minority cognate languages die off than to have Gaelic and Brythonic relegated to a linguistic wasteland. Perhaps even a committee could be drawn up composed of Welsh, Cornish, and Bretons along the lines of my Pan-Gaelic proposal.

Interslavic also fascinates me as I mentioned before. It has a complete grammar for refined use and a simple pidgin grammar for non-Slavs who wish to spend less time learning it (communicative, but at the risk of sounding retarded). It allows for that diglossia. Also it as regular as a Slavic language can be by always taking from the Slavic language that happens to be regular for that word, and only irregular where it couldn't be avoided.

Folkspraak on the other hand, to me, seems like a fail language and eternal work in progress and as a Germanic speaker to me it just looks like an ugly dialect that not meant to be written (like Schwabian is such dialect; at least Standard German and Dutch look like standard languages). Just my personal opinion. The Germanic attempt at a naturalistic auxlang is still work in progress which is an euphemism for 'abandoned'. The Slavic speakers pulled through and finalised their project at least.

Interlingua isn't entirely Romance based, I just read, but it does seem to me that it largely is in its grammar and vocabulary. Very simple dumbed down Romance, but I haven't studied it to know what makes it difference from a Romance language except for scrapping certain aspects (like the subjunctive mood and the past historical tense).

Artifical language designed for simplicity and ease of use. It draws inspiration from Latin, Germanic, and Slavic languages mostly.

Brazil has one of the world's largest populations of Esperanto-speakers (2nd or 3rd I think). Because it's a language of order and progress. Now there's no excuse to your ignorance.
