let me give you some examples.
South brazil is more european than Chile. Chile is safer than South Brazil.
Santa Fe (Argentina) is more european than San Juan (Argentina). San Juan is safer than Santa Fe.
There are a millon examples . It has a lot to do with inequality (some people have a lot, other people dont have anything).
It seems that more homogeneous populations (Chile for example) are less prone to crime.

However, where there is more African heritage the higher is the crime incidence. In the case of Venezuela, most of the most prone to crime Venezuelans are those who are more SSA admixed, by general rule. The criminality in Venezuela has proportionally grown with the increase of coastal Colombian immigration, promoted by irresponsible populist governments, including these last shitty pseudo-communist governments of Chavez and Maduro.
And they don't have the excuse of "not having anything". Even the people of the worst Venezuelan slums have smart phones, Internet, cable TV, etc, are alphabetized, and eat 3 meals every day (mention apart of the current situation of scarcity, which is something very recent, and only in the last few years).
They don't kill to eat, but for stealing smart phones, a pair of brand shoes, and materialistic stuff like that.
