Europe hasn't emphasized assimilation of it's immigrants as America has. Europe openly advocated multiculturalism in a way that allowed immigrants to essentially stay immigrants forever, never really becoming actual Europeans due to not being socially 'forced' to assimilate. In America this would be an exception, in Europe this is the norm. It is easy to see why. Europe had no civil rights movement. This is obvious in how Germany views Turkish immigrants as 'temporary workers' even though they have been there 40+ years. Europe see's immigrants as temporary or separate, not a group that should be merged with. In this respect Europeans are much more racially based, even if subconsciously, than Americans.
What interests me most about Europe today is that it has liberal immigration policies to fill it's own population growth. Europeans don't have enough children anymore to recreate themselves. You cannot allow mass immigration for population/economic growth without an assimilation program without expecting eventual chaos. I wonder what Europe will do because it is clear that unlike in America, in Europe many of the immigrants don't even desire to be more European but instead want to retain their culture (ironically in part due to Europe emphasizing this). I think Europe will be very interesting in the future because of this reality.
