It's foolish. It never causes the population to demand that its government give in to a group's objective. What it does is cause the population to harden against the group responsible and their cause. Terrorism never causes terror in a population. What it does is create a really pissed off population that is more accepting of a harsh response from its government against the perpetrators.

Young men want someone who takes action. If you're a leader with a band of young men who doesn't provide them with action, they'll find a leader who will. If they're not fighting a visible enemy on the field or planning attacks on civilians they'll turn against each other eventually and break off into competing groups until they exhaust themselves. The solution IMO is something groups like ISIS can't pull off but groups like ETA, IRA , and similar organizations could have done so. I'm not going to say what it is they could have done, which would be my opinion as what would lead to a successful outcome, for said groups.
