If you are asking in general i think French people are closer to other French speakers. After Monaco, the closest country is Belgium but only to the French speaking part. Then it's Switzerland (again it's only to the French speaking area.)
The closest non French speaking country to France is Italy IMO.

If you are asking the question to me, my favorite European countries are Italy along with the UK. But it's my preferences.
I think it's easier to communicate with a Belgian person than with an Italian person but i'm more attracted to Italy or the UK than to Belgium. Some French regions are closer to certain countries. For instance, Alsace is closer to Germany...
