In spain and portugal maybe, but not in other countries. It would not make sense to legalize consuming but not legalizing spreading and selling of heroine and cocaine or cannabis.

I went to Portugal last year and there were quite a few drug sellers who quitely approached my group and I, most likely because we would stand out as tourists.

Well it is in the portugal law. maybe they let it themselves the personal consumption but the '' selling is ilegal'' which is not logical because the ones that are going to use drugs are going to buy it from somewhere.
