I'm pretty sure that any state military must have military plans regarding it's biggest rivals, and nuclear warfare is a (horrifying) but valid form of warfare, so it would be kind of irresponsible not to have these sorts of plans from a security/military perspective. I mean if war breaks out and your military and government doesn't have a strategy because they didn't think the scenario would happen, or hoped it didn't, they'd be irresponsible. Just hopefully it doesn't come to that.
