Well to be fair, human sacrifice in the Meshika (Aztec) empire is often quite exaggerated, and was only performed on certain nobles and war captives. Not to mention that the Meshika military would usually never capture and slaughter civilians or engage in Religious wars, unlike certain Old World civilizations from what I recall. So I doubt the Meshika would be considered one of the most evil empires led in history. Not to say that the Meshika with authority over the empire were totally free of corruption.
