Well to be fair, human sacrifice in the Meshika (Aztec) empire is often quite exaggerated, and was only performed on certain nobles and war captives. Not to mention that the Meshika military would usually never capture and slaughter civilians or engage in Religious wars, unlike certain Old World civilizations from what I recall. So I doubt the Meshika would be considered one of the most evil empires led in history. Not to say that the Meshika with authority over the empire were totally free of corruption.

The only Meshika I'd say that you could really call inhuman are the ones with all the authority and influence, as the case with most civilizations. The ones with no authority and control over the were usually harmless and well-mannered, as described from European accounts like these:
