It must be a mistake. He lived in Moscow region. He did the same shit there too. According to this news clip, he spent a month in a hospital but was released thereafter and apparently wasn't found mentally ill. Though he looks and sounds that and retarded too, repeating the same shit again and again.
To me such folk is sick either it's confirmed by doctors or not.
