Are anime characters white/europid?

They're not white, they're just supposed to be racially generic.

But in this case, the show is set in a post-apocalyptic Germany/Central Europe so, they are implicity white

Many clearly are. Though some just have Europid coloring, but Mongoloid face shapes.

Depends. Some animes have a setting in Europe. Whereas I'm no animetard, I do know that in Shingeki no Kyojin it's even explicityly mentioned. One character is half-Japanese and looks Eurasian. She was one of the last people of Asian descent alive in that story.
