That's a bit of a urban myth. The Pacific Northwest isn't that liberal once you step outside of the main urban metros (Portland, Seattle) or a few specific college towns like Eugene, Bellingham or Olympia. The suburbs are somewhat moderate with plenty of independent swing voters but the rural areas or anywhere east of the Cascades is, for the most part, conservative Republican territory.

Basically, much of the PNW region is rural country populated by gun-toting, camo-wearing rednecks who love to hunt and fish...oh and they love their trucks too! (sort of like much of the rural South - though they're not that religious). Once you get east of the Cascades, you're in "cowboy country" - it is more similiar to Nevada or Wyoming than Western Oregon. Once you get to Idaho, you're either in the Old West or you're in Mormon country that's closer in feel to Utah.

So really, Portland and Seattle don't represent the entirety of the Pacific Northwest - although they often do in the popular mindset.

For the most part, this should be the case around the entire country. Maybe not so much the east coast with its smallest states.
