Even if that were true, which it isn't, at least not entirely, the force of the state was still involved. Of course the goal of that policy would have been to "encourage" conversion to Islam. It wasn't fair at all. If modern day Muslims had to pay higher taxes than non-Muslims, they'd be screaming "racist", even though Islam is not a race.
