Might that be because Iran was never admitted into any guest worker programme so most of their immigrants are well-skilled, qualified people. Turkey and Germany signed an agreement and ANYONE, especially those unskilled, unqualified rural people got a chance to go to Germany. Turks in Europe despite mostly lowest social class still have better images than BOTH North African Moors and Iranians. Iranians abroad are more secular even than Turks in Netherlands and Germany who many of them have wives with headscraf yet Turks are still seen less foreign than Iranians. It's not that men cant control themselves. Men are supposed to cover as well. In fact, a lot of scholars believe the top of the head of a man and anywhere below the neck to be recommendable to keep covered. It's just a standard for dressing modestly.
