Yes, obviously Uighurs and Tibetans need to learn Mandarin to function as PRC citizens as they already do. But Hans in Xinjiang/Tibet should also learn local languages to bond with the local identity and it would actually help in assimilating those regions into the PRC as the natives would not feel as threatened if they see their cultures/languages being respected by the majority.

Governing an empire is different than governing a small ethno-nationalist state. When you govern an empire, you deal with many different cultures. To have long and lasting cohesion and stability, these peoples have to be persuaded to pay allegiance to the empire. Hence it is critical that certain important ethnic groups that occupy vast regions which are critical to the empire's well being are given leeway and their loyalty needs to be won.

I think the PRC does this half the way, but they fail miserably on other fronts, mainly because Han Chinese are naturally chauvinistic and ethnocentric.
