Depends on the university but for any top tier (Ivy League, University of California) you need to have high scores in both sections.

For medium tier universities, it depends on your major. If you're applying to engineering, physics, or computer science, then you better have high math scores.

If you're applying as pre-law major, then it's better to have a higher verbal/written score.

Writing is not usually taken into account by most colleges, just reading and math. For example, when I took it like 4 years ago now, it was out of 2400. My score was 2300~ total. I got a perfect score in writing, but that was thrown out. So my score as used by most colleges was 1500/1600, subtracting the 800 points for reading. Most universities consider this sans-writing number and also judge the math and reading scores individually, just to make sure that one isnt exceptionally lower than the other. If your scores are within 25%~ of each other, this srutiny shouldnt be a problem, but if they arent, I would recommend searching for any minimum or recommended subsection scores universities you are considering have.
If your GPA is high, schools will also be more willing to overlook one score being much lower than the other in regards to the total.

You probably benefit from hiring an advisor of some sort with the application process if you are completely confused.
