My Arab relatives always so this. I find it really weird.

Among Arabs the custom is one on each cheek. Family members will greet each other this way regardless of gender, but for an unrelated man and woman to do this is inappropriate in most situations. Men will do it between them on even the first meeting between two, but for women, usually only once they know each other. At least that is my experience.
