There is no 100% consensus on the issue, and I believe that so long as her modesty can be assured, it is fine. A man would be preferable, just due to the added conplexity, but Islamic knowledge should come first.
And no, it is not against the Quran, the arguments for and against women as Imams lie in the Hadith and practice of early Muslims.

Not even to get into anymore depth, just check the wikipedia article. If you are willing to analyze without using the lense of a certain madhab, you will realize that it is fine.

Interestingly, most of these cases happened in majority-Christian countries by fresh converts (which makes it extremely unreliable, like the "liberal" LGBT mosque opened recently in Germany). I can understand women leading prayers with their children or sisters inside their house, but that's as far as I would go. In my country, mixed-gender congregations don't exist anyway, so that question is pointless.
