What is the lowest amount of African ancestry that can still show phenotypically?

My guess is throwbacks can occur even when it is around 5%. I have cousins who, unless they have sources of African ancestry not from my direct line, cannot possibly be over 10%, and it shows subtly and in one, even blatantly to the point where the cousin is assumed to be adopted and doesn't resemble her mother nor her white-passing father.

When we consider that our African ancestors (by our I mean any of us with Afro-diasporan ancestry) looked like this, it does not surprise me at all it could still show up further down the line.
