Of course you needed some Non-White group to appear as if you were "reasonable" and seeking "logic and science". That's also why you made up the idea that East Asians lack inventiveness.
As for education in America or other White countries, the darkest races always get the least funding and least educational preparation for their future. And of course, the darker you are the more encouraged you are to follow destructive life paths from the very beginning. White Supremacists want different Non-White groups to have unequal results so the lighter skinned Non-Whites can feel better about themselves compared to darker skinned Non-Whites, which obviously leads to in-fighting. If Non-Whites fight each other or certain groups of Non-Whites feel better about themselves compared to other Non-Whites, how will they be able to challenge White Supremacy on a national and international level?

Well, if you are really interested...:
The Spanish regions which dramatically lower the Spanish note are always the same, Andalusia, Canary Islands and Extremadura (plus Ceuta and Melilla). It is three of the less wealthy Spanish regions since ever. It is not coincidence. But there must be something more because if it was simply an economic question Castilla y León or Galicia would not be among the Spanish regions with a higher rating on PISA...
In this graphic you can see the different rating of the Spanish regions in PISA 2015.
There are 40-50 points of difference between the best Spanish regions on PISA and the worst...

Castilla y León scored 519 points in Science, 522 in Reading and 506 in Maths. It would be among the best of the world in the three fields.
A last note: Castilla y León has been since always a right side region... while Andalusia and Extremadura have been always the most lefty regions by far
Canary Islands deserves an independent chapter, too long to explain...

Can IQ be measured with an exam? And how does high performance in such an exam impact one's life if they are not in an environment conducive to achievement

nah, they have low IQ dimwits like you clean the toilets
Indians are roughly 1 percent of the American population, but are about 3 percent of engineers, 7 percent of IT workers, and 8 percent of doctors and surgeons. Indians own many convenience stores, and they own over half of all American motels. Approximately 70 percent have at least a four-year degree–a figure that is 2.5 times the rate for the overall US population. Indians have a median household income that is nearly twice the white median, and their incarceration rates are lower. NFL players refuse to stand for the national anthem because they claim the “country oppresses . . . people of color.” Many Indians are just as dark, or even darker than Colin Kaepernick, but they seem to have escaped oppression.
Indians are often excluded from affirmative action. Asians are overrepresented at many colleges, despite many being rejected in favor of blacks and Hispanics. American politicians and courts have extended the “benefits” of reverse racism to South Asians, just as they have to whites.
Free-market advocates argue that India’s bureaucratic state stifles the economy, but there is an important difference between Indians living in India and those living abroad. In limited testing, Indians in America have been found to have a mean IQ of 112–nearly the equivalent of Ashkenazi Jews–whereas Indians on the subcontinent have a mean of only 82.
