Its because Western civilization believes hard in the Adam Smith "division of labor" specialization. Someone takes up role of the police and is the specialist in defense...Someone takes up the role of teacher and specializes in educating the youth...Someone takes up the role of lover and specializes in prostitution/pimping. ETC ETC...bbut the common man or woman is not a 'jack of all trades' like humanty was created to be.

But Western civ has people specializing in each these roles. So unless you come accross a Police or Soldier man, you will not be dealing with someone ready to inflict violence. Well you obviously haven't seen much of the United States.
