What's up with Ultra and the thumbs down?

At least 60% of my thumbs down must come from him/her. I get thumbs down in random topics, sometimes without apparent reason and it's been happening for months. I've never seen Ultra post anything ever, I only know of his/her existence because of the thumbs down.
