This is my opinion, others may agree or not:

Darkest in coloring: Sardinia, Portugal, Crete/Dodecanese
Most MENA features: Extreme south Italy, Malta, and Canary Islands
Most racially admixed: Madeira

So depending on the criteria the answer varies. this answer will upset people no matter who you are but by some criteria here, EVERY southern European nation qualifies. Each country has an outlier region, get used to it.

There are swarthy people all over Southern Europe. But who has the highest percentage of darker people. My guess would be Calabria, Sardinia and Crete would be the ones that come immediately to mind
