Sikeliot have you ever been in Madeira? Because I did. For two weeks. And locals aren't mixed at all (if we talk about visible pheno). The look like standard Portugese for me in absolute majority (please don't talk about Ronaldo).
If you mean mulattos, it's really hard to find them. And for sure they are recent imigrants from Africa.
Don't be fooled by Madeira proximity to Africa.

Lots of Portuguese and Portuguese descendants in Venezuela are originally from Madeira, and most of them had a fair complexion with substantial amounts (not majority but a sizable amount) of people with blondish hair tones and colored eyes among them, just like anywhere else in Europe.
