I've seen Ethiopians with that look, Helen Berhe in particular.



And yeah, Sudan, and to a lesser extent Western Ethiopia and Eritrea are probably the only countries Beyonce could pass.

Somalis look like they do probably due to selection. They probably preferred thinner noses. The reason why most caucasoid, SSA mutts don't look like them is because SSA noses are dominant so it happens rare, but it's not non-existent. When it happens, usually the skin tone will be too light for Somalis. Add some black paint on this mixed woman...

and you have the Somali look:


However most Somalis don't look fully caucasoid like this woman:

Just look at groups and many do show more SSA-like traits(probably depends on the tribe etc.)
