Honestly; it depends on the individual. Let's say I have an Albanian friend and a Turkmen friend. I would not just say I love one of them more than the other just because they are of a particular ethnicity. I go by the individual character and behavior, how much I have in common with the person. I'm not really a collectivist.
We share a common linguistic heritage with Turkmens. I can figure out more or less a good chunk of what a Turkmen is saying (but much less compared to Azerbaijani which I can almost understand as a whole). On the other hand; I would in no way understand Albanian language, though I can pick up some common words.
Turkmens are mostly Muslim people, but the country is rather secular and not so religious, the women are not covered in burqas and such. Albania is also similarly a secular Muslim-majority country, which is good.
One thing I have to say though. I've known some Albanians (including Turkish Albanians), but I've never met a Turkmen person so far. I've met Azerbaijanis, also.
I can easily say this though, neither Albania nor Turkmenistan are our neighbors but there's no doubt that I feel closer to both of them especially compared to particular neighbors, i.e. Iraq and Syria. I'm sure that'd apply to most Turks as well. I'd have them as neighbours rather than these two countries.

IMO Albanian flag is cooler than Turkish flag. Eagle is more badass than crescent.
