It is often assumed that capital cities are the most multiethnic places (or rather, the least native places) in any given country, but this is not necessarily the case at all. In the UK, there are some towns and cities which, according to the 2021 Census, have an even lower percentage of White Britons than London. (The percentage in London itself is 36.8%). All the same, chances are you will still come across more White Britons in most if not all of those towns and cities than in much of London, due to the much smaller number of tourists.
