That's because most African Americans aren't light skinned. So when they see a light skinned one they sometimes pick on em for that. Most are a medium brown to dark brown. But most don't really pick on them for it. Most of the times people joke on each other for it but they know they are both black. Its just these people and the media sensationalizing it.

Nilotes and Omotic people are tend to get really dark and seem on average to get those super dark skin types more often.

Truth is there was much more discrimination among Europeans against each other over being being dark or assumed to being mixed race. Examples are Italian, Irish, Spaniards, Portuguese and some south east Europeans.
