Humphrey was not a man that necessarily believed in running large deficits to fund a welfare state. He wanted to have a balanced approach and honestly you need some Socialism like Public Schools,Libraries and Police and Firefighters. They are all forms of Socialism.
Humphrey was the most effective legislator the USA has ever had,, these can be attributed to him:
Medicare,Medicaid,Higher Education Act of 1965(Student Loans and Pell Grant programs), Clean Water Act, Civil Rights Act of 1964, Voter Rights Act, Fair Housing Act. Welfare for single mothers and healthcare for pregnant women. He did a lot his ancestry was Norweigan so he had some of the Nordic Social Model in his blood.
He was a true politician. My favorite quote from him, which is on his Tombstone which I went to see:
HUBERT HUMPHREY- "I have enjoyed my life, its disappointments outweighed by its pleasures. I have loved my country in a way that some people consider sentimental and out of style. I still do. And I remain an optimist with joy, without apology about this country and about the American experiment in democracy."
