Not sure about the bolded either. Bear mace, which is less concentrated than Human pepper spray, works quite well with larger animals. I've seen videos of military dudes resisting it, and even then they have issues, despite the anticipation and being able to close the eyes (and presumably, training for this often).

Most bears are not incapacitated as such (unable to do anything) but they run the fuck away quite fast. Sometimes crashing into trees.

The local newspaper stated the shot was fired from the passenger side of the cop car and that the Somali guy was sitting in the passenger side. Pay attention when you watch a video. They obviously received their information from the police themselves or a police spokesmen who have denied that is what happened.
