The main reason why Turkey isn't allowed in the EU is simply because it's human rights violations when it comes to minorities, freedom of speech and so on is below the expected level of European standards, and to this very day, Turkey has not managed to improve the problems that are occurring in the Turkish state. Not to mention the issue with Cyprus, and the unpredictable political and economic instability in the country as well.
