Obviously not...Somalia struggles to end open defecation as most people never even saw a toilet in their entire life.

It is mainly a problem in villages. In urban areas many states are 0-6% percent.
Also that map is for 2012, 5 years is a lot of time considering Indias growth we need updated maps. Considering that Bangladesh went from 42% in 2003 to 1% now.
If we consider the % open defecation India does not seem the worst or outlier.
