Not precisely in the words of Hitler, but Goebbels in his diaries whines a lot about the Italians, and casts them as a sort of "weak race", useless for a war, and said in many meetings with Hitler he complained about the same thing. Every 10 pages he whined about the same. He kept praising Mussolini as the only worthy Italian.

Hitler, on the other hand, considered Spaniards to be great warriors.

This is of course Goebbels and Hitler's opinions, not that I think the same about Italians.
